That driver just don't work in Ubuntu. 
I patched the rt3290 bt driver according to this page:

And here's it:

It's partially working on >3.13 kernels.
I'm able to compile it and install. However it's still bugged, I can't turn it
off and on again (it will not power on again) and it can't pair with any
device.
