BlueZ implements General Connection establishment procedure, multiple connections can be active at a time. There is a plan to move the "core" BLE connection management to the kernel, but at the moment connection attempts and scanning are controlled by the user-space. If your question is related to white-list, we don't support Selective or Auto Connection procedures. The controllers that I have the white-list size is limited to 16 to 64 entries, if you need to handle more than the limit your host will need to implement some logic to select the devices that you want to connect to.
