I think you are hitting a bug in the kernel. I just looked through https://bugs.launchpad.net/ubuntu/+source/bluez/+bug/839157 and there is the hint I was looking for: hcidump shows 'Connection refused - security block' I guess you are doing simple pairing and an RFCOMM based profile, right? Then please try the patch called "[PATCH] Bluetooth: Fix l2cap conn failures for ssp devices" by Peter Hurley just posted a few minutes ago.
