[PATCH] bluetooth: btusb: Fix regression in the initialization of fake Bluetooth controllers

Set HCI_OP_READ_VOICE_SETTING and HCI_OP_READ_PAGE_SCAN_TYPE as broken.
These features are falsely reported as supported.
