Bluetooth toggle not working

Hi, three screen shots 1) term~shows Bluetooth status, 2) shows OS
info, and 3) settings~bluetooth set to on, but still shows and acts as
off.

Issue:  When I go to settings, select bluetooth and move the top
toggle button to the right to turn bluetooth on, the toggle stays but
does not light up/change color and the screen remains stating that
Bluetooth is off.  When I go to my terminal for Bluetooth status it
states that it is active/running, yet the bluetooth remains off, that
is unable to search/pair device?
