[PATCH 2/2] Bluetooth: ISO: Pass sync_handle through iso qos

This moves the sync_handle parameter from the iso_pinfo struct to
the bt_iso_bcast_qos struct, so that it can be retrieved by the user
using getsockopt after PA is established.
