From: Abhishek Pandit-Subedi <abhishekpandit@xxxxxxxxxxxx> Intercept debug exception events from the controller and put them into a devcoredump using hci devcoredump APIs. The debug exception contains data in a TLV format and it will be parsed in userspace.
