reg .conf files in /etc/bluetooth

hi,

does *.conf files in /etc/bluetooth/ are used by bluez stack for
connection related functionality?
Default passkey in hcid.conf is set as 0000 still it doesn' t read
that file and connection is terminated as passkey is not sent to
remote device.
