Can you make this descriptive names, like 'none', 'none-to-rt',
'be-not-idle', and 'idle-all'?
Having to read the documentation to figure out what the numbers mean is
quite cumbersome.

And I would really not use the IOPRIO_CLASS prefix here.
These values define a _policy_, if and when a specific class should be
used; they are not the class itself.
So please use a different prefix here for the various policies (which
you already have outlined in the documentation), eg

Sheesh. Now that is cheeky.
First defining a (conceptually) complex policy setting (where people
wonder where these policies came from), which then devolve into a simple
max() setting of the priority value.
This _really_ could do with a better explanation in the documentation,
as then it's far easier to understand _why_ certain policies override
others.
IE this comment belongs in the documentation, as explanation of the
underlying mechanics of the ioprio policies.
