[PATCH BUGFIX V2] block, bfq: fix operator in BFQQ_TOTALLY_SEEKY

By mistake, there is a '&' instead of a '==' in the definition of the
macro BFQQ_TOTALLY_SEEKY. This commit replaces the wrong operator with
the correct one.
