[PATCH] block/bfq: fix ifdef for CONFIG_BFQ_GROUP_IOSCHED=y

Replace BFQ_GROUP_IOSCHED_ENABLED with CONFIG_BFQ_GROUP_IOSCHED.
Code under these ifdefs never worked, something might be broken.
