It's also with CONFIG_IOSCHED_BFQ=y and CONFIG_BFQ_GROUP_IOSCHED=y. And, 4.19-rc3 with CONFIG_BFQ_GROUP_IOSCHED=n seems working, too (as expected from the error above).
