Right. The keyword here being 'should'.

I know how it's _supposed_ to work. I'm saying that the debug info
indicates that we have a problem in there, which matches what the
TAG_WAITING should be covering for us. The TAG_WAITING may be fine and
the issue could be somewhere else, it just looks identical for now.

Yep, in theory it should be fine. I'm going to dive in tomorrow and
figure out where it falls apart.

CC'ing Omar - one thing we talked about today was the issue being
somewhat similar to what kyber recently fixed in this commit:
