[PATCH v7 03/19] fs: Split fcntl_rw_hint()

Prepare for restoring F_[GS]ET_FILE_RW_HINT by splitting fcntl_rw_hint()
such that there is one helper function per fcntl. No functionality is
changed by this patch.
