[PATCH 12/12] Block Zoned Control for Userspace

TEMPORARY:

Restore access to SD IOCTLs for sd-tools until they can be
re-written and/or upstreamed with the util-linux blk* tools.

Once sd-tools and zdm-tools are using the BIO based blk* tools then
this patch should be reverted.
