I am now running kernel 3.15.4-200.fc20.x86_64 and the problem still
exists. If the bad record could be found could it be repaired manually?

The stuck backing devices total 17TB and I don't have that much spare
capacity to relocate the data so I am motivated to try to repair
in-place rather than wipe and rebuild. If you have any tips for where to
look in the source code for the on-disk record format for the cache
store and what to look for to identify the bad record(s) I would greatly
appreciate it.

Memory on this box is only lightly used. Of the 16GB, there is never
less than 10GB free (free + buffers + cache).

When this snapshot was taken both bcache_writebac processes had similar
stack traces but one was writing data and the other was not. The one
that was writing was only writing at 3-4 4K blocks per second. I tried
setting writeback_rate to a very large value and writeback_percent to
zero but neither changed the rate.

The backing device that is now writing does not write consistently. It
will be idle for many hours then spontaneously start writing at ~4 4K
blocks per second for several hours then stop again.
