jack_delay will do this as well, use the -E option.

and make sure your distribution has packaged and included the new version of jack_delay :)
 
of course, since jack2 still isn't sharing the tools/ or headers in the JACK git repository, the presence of jack_iodelay there doesn't really help most Linux users at all since they don't have it either.
