No, in the former communistic states the situation for educated artists was much better regarding to good payed jobs. I can't speak for Russia, resp. former USSR, but I know statements of former musicians of the GDR. The former GDR today still is the location were people I know here in the Ruhrgebiet, go to give a concert or go to listen to a concert. Former GDR is relatively far away from the Ruhrgebiet. OTOH chances for freethinkers in those states were not that good ;), OTOH years ago freedom in e.g. Western Germany had also some limits, I'm a draft resister and the jail sentence on parole for my friends and me, not to join the army of a nation that caused 2 world wars, was higher, than the sentences for child rapist that time.
