pulseaudio -k

would cause pulse to respawn (if you haven't turned that off)

Or instead of pasuspender -- jackd whatever, try:

pasuspender -- sleep 5;jackd whatever... that way pulse is watching the
ports again before jackd stops and will actually see the port free signal
when jackd quits. (That is what I use for qjackctl... BTW)
