when I use ardour as master then I can slave cubase on the atari.
But the programs I want to use do not receive mtc/mmc they only can send
mtc.

nope. jack-transport won't slave to anything.
The other way' round is a possibility. You can create Midi-clock or
midi-timecode from jack-transport (maybe your atari can slave to that).
Easiest way is using ardour, but there are also some commandline tools
floating around:
