On my machine it is: /etc/default/rtirq

According to
http://wiki.linuxmusicians.com/doku.php?id=system_configuration, it may
also be in /etc/sysconfig/ or named rtirq.sh and somewhere else yet. I'm
using ubuntu these days so my info deals with that.
