Reason: 1) If you don't require people to clean up the dog shit most are happy to leave the business in front of your door. 2) If you don't control and fine people won't give a fuck and happily let fido get on with his business anywhere 3) If you control and people and they don't have a bag they will just lie, say that fido is empty and the bag was already used So big brother is already watching dogs poop -- do we want to start a civil disobedience campaign?
