PS: Off-list you've written that at the moment you've got a fixed
frequency much below the abilities of your CPU.

You're using Debian, right? So there's a script that always will switch
to ondemand at startup. If you've got a fixed frequency than it must
have to do with the WM/ DE. Are you using a WM/ DE, resp. some special
Braille thingy?
