You can use ecanormalize from the ecatools package. It will do .wav and .aiff surely. I'm also quite sure, that it will do flac, ogg and mp3 as well. Then I believe there is a tool in the sndfile-programs to normalise audiofiles. You might also go for the dinosaur and use sox.
