So maybe that's a start to thinking about the synthesis...

I prefer to use a controller (like ePipes or Akai wind controller)
against samples otherwise it just doesn't sound realistic.

I was just reading a detailed history of the Highland pipes, complete with chapters on tuning and playing (did you know that the pipes can't play two notes of the same pitch one after the other? Players use the pipe's version of "grace" notes?).
