sort of.
please check, whether
ulimit -r 
gives you a value different from 0.

if you get 0, your limits.conf is wrong.
maybe your using 100 in it. that doesnt work. use 99

if ulimit -r gives you 99, then your probably having a problem with
cgroups.
it should be sufficient to have CREATE_DEFAULT=NO
in /etc/default/cgconfig
