Could that be something implementation specific for jack1?

OTOH that email is ~2 years old, and in
http://permalink.gmane.org/gmane.comp.audio.jackit/22889
Paul Davis recently suggested to integrate a feature to trigger CPU freq
changes directly into the jack server.
