- why was the ALSA OSS emulation layer removed?

Happy new year to you too. Even though I don't use 10.10 (I think it's no good for audio production) I think I could answer some questions. The ALSA OSS layer was removed for the reason Daniel Chen tries to point out in the bugreport. But he already backed out of the discussion (which is a nice display by the way of the contemporary, modern level of communicating with one another).

- why is there no general mixer for all the different volumes any longer?


This is because Ubuntu uses PulseAudio by default which demanded a different front-end to control volumes (gnome-volume-control which is afaik a kind of stripped version of pavucontrol).

- and is there an app that replaces the old Volume control that allows
you to adjust settings on all the different audio services?


You could try pavucontrol (PulseAudio Volume Control) or ALSA mixers like alsamixergui, gnome-alsamixer, gamix or qamix.

- is there a 2.6.xx.x kernel that has the ALSA OSS emulation layer
compiled in?
(I'll need a range of kernels so I can test/select one that works with
my Broadcom wifi driver.)
- if so, where can I find it?


Sorry, I have no idea as I don't use Maverick. You could ask Philip Johnsson (https://launchpad.net/~philip5) if he might be interested in building a package as he also builds multimedia packages for Maverick.
