It's, to my knowledge, the only optimization effort with regards to
quality. There's also 'lancer', which focuses on speed (SSE optimized,
possibly windows only).

Only some of the aoTuV changes were incorporated into vorbis version
1.1. However, aoTuV Beta 5 is since years the recommended vorbis encoder
to use. I really don't understand why distributions don't ship it.
Afaik you're using debian, and there's an unofficial debian repo,
maintained by one of those hardcore codec guys, which should contain it.
