Practise bass with no amp, or if you're handy with woodwork, build yourself an acoustic bass guitar.

There are 'silent' practice mutes for brass, using whizz-bang electronics and headphones, but these aren't cheap, as has been mentioned.

There are conventional practice mutes available "from all good music stores", as in this random link:
