Works fine on Fedora 8 x86_64.

Fedora 8 is a few years old now.

# file test.wav

test.wav: RIFF (little-endian) data, WAVE audio, 
          Microsoft PCM, 16 bit, stereo 44100 Hz

# sox test.wav -c 1 test2.l.wav avg -l

# file test2.l.wav

test2.l.wav: RIFF (little-endian) data, WAVE audio, 
             Microsoft PCM, 16 bit, mono 44100 Hz

On on mythical Debian system you probably: did not point at the right
repository, or, Debian will add the package in a year or two, when
someone manages to have the time to apply patches to it for
whatsoever reason and come up with a very thoughtful deep chain of
dependencies  :-)))
