You need to compile a software with the SDK to be able to host native (.so; _not_ .dll) VST plug-ins. JOST's binaries on the site are already precompiled with it (the author just does not include the header(s) in the source tarballs). IIRC, Qtractor can also be compiled with the SDK and it can host native plug-ins, besides the commercial options like Renoise and energyXT.
