Why did you dismiss Blackfin? There are quite a few audio tools for it. At the last AES in SF, Digital Concepts demo'd Audio Weaver a Matlab-based tool that comes with loads of modules. Seemed easy to construct software and had about every module you might need. I think it's free to download and use and then you pay when you release the product to the market.
