It really depends on your distribution. In OpenSUSE (10.3 here) you change in 
the file /etc/sysconfig/sound. It should say LOAD_SEQUENCER="yes". In Ubuntu 
you do that by editing the /etc/modules and add snd-seq (might be snd_seq).
