I assume the ICE1712 is the Delta 1010's chip.  Is there a way to remap
or change its interrupt priority?

There's no need to remap anything - the ICE1712 is already on its own
IRQ.  The IRQ numbers in /proc/interrupts have nothing to do with
priorities.
