Well in this case it's a Mac Mini: and the "bargain hardware vendor" is Apple Computer, Inc., of Cupertino, California.

And I doubt they decided to ship it once it booted Windoze :-)

More likely, they decided to ship it once it booted OSX. And I'm certain they did QA.

Come to think of it, the drivers are UNIX audio drivers, and it can't be impossible to reverse-engineer whatever goofy values CoreAudio must be dumping into the chip's registers in order to get it to, ah, record sound.
