I haven't used the resource yet myself, and the samples submitted aren't restricted solely to those made with free software, but they are released under a free ( Creative Commons ) License.

Also, if you're looking for tools to create samples yourself using free software, Swami ( http://swami.sourceforge.net/ ) seems to be a good choice. At the moment, it can deal with soundfont files, but (according to the site): "new instrument formats are being added (DLS and GigaSampler) in the Swami development version".
