ugh. horrible idea. applying lossy psycho-acoustic compression
techniques 3 times (PCM -> Ogg, Ogg->PCM, PCM->MP3) is a sure fire way
to produce nasty sounding results, even for recordings of public
meetings. maybe the sound quality *really* doesn't matter to you.
