Ahh, possible clue...
Are hda and hdb on the same IDE controller (and possibly even the same cable)?

I have seen this kind of problem with IDE RAID where one drive is locking up 
the IDE bus or the controller is faulty.... 

Try with a new IDE cable, and then with only one drive connected (may require 
some faffing about to get what was the slave drive to boot as the master). 

Just some thoughts.
