Usually BIOS won't let you adjust IRQ on slots unless you answer 'no' to
the common question about 'are you using a pnp os'. This answer is
needed so BIOS assigns IRQ to devices on boot.

If BIOS don't let you assign IRQ to slots, then it's a matter of
swapping the card between different PCI slots and boot to check for
changes. This is usually the way to go on VIA chipsets.
