I can recommend FCB1010. I use it with hardware devices and software. The "banks" are just another batch of program-change pedals. For example, if you're on bank 2 and press pedal 3, FCB will send PC number 23. That can, of course, be changed, because one pedal can send up to 2 MIDI events, and I used it to turn on some effects or turn off some others. If your simulators have "heel-" or "toe-" down toggle, it means your wah pedal will turn on/off when you reach (top or bottom) position.
