One of the first things I checked was Valse Noble (Schubert), then
the Valses Nobles et Sentimentales (Ravel), then all the ***Danses
by Slavic and Nordic composers, and all the String Serenades by the
same. But I forgot Sibelius.

Well I also had to search a bit... Because your hint was 'Romantic' I thought maybe Tchaikovsky, Grieg or Sibelius... But was more oriented the late 1800s / 1900s because of the modulation. So searching for '[Composer] Waltz' eventually lead to the right piece :-)

I also found out where I (unconsciously) picked it up. I've been
watching a thriller series on the streaming site of the German
TV channel ZDF, called 'Killing Eve'. In one of the episodes there
is a transposed and time stretched version of the first few bars
of the Valse Triste behind the dialogue.
