/dev/cpu_dma_latency or setting '*.max_cstate=0 idle=poll' and power management

Hello,

How does opening /dev/cpu_dma_latency and disabling CPU sleep states or disabling CPU sleep states with kernel parameters relate to CPU frequency scaling? Does disabling sleep states also disable frequency scaling? Asking this because I'm attempting to rewrite the system_configuration wiki page. Thanks in advance!
