I have seen the same thing with at least one internal (HDA) card refusing to even start with jack below 128 (though I did not try 64/3 to be honest) and of course many hdmi ports are 4096 to work, with some internal audio being being an extension of hdmi (on some laptops).

From Intel's HDA documentation, the HDA audio system is designed for low latency operation down to at least 30ms :) So 128/2 for internal audio is still "quite good".
