I can't answer your question, but I guess it's important to mention
that a rt patch for 4.13.15 isn't an official patch released by the
kernel.org rt project.

Correct. But so far I have never had a problem when patching a kernel
that is relatively close to the official release that has a matching RT
patch. Of course this could be an exception, but I would be surprised if
that is the case.
