For instance all plugins within a track would communicate between
themselves to take decisions.  Likewise when they're on a stem or the
master buss.

Hmmm...  Network sockets, to take a common parallel, could be created by
plugins. After all this is about communication between plugins.  Not
sure that a dedicated DAW would be needed.
