With the caveat that you are talking about peak normalization.
The term could also apply to other measures, e.g. loudness normalization
per R128, RMS normalization,  LEQa normalization, etc.  Peak normalization
has been the most common usage in the past, but the AES technical document
on file streaming I referenced earlier refers throughout to loudness
normalization per  ITU-R BS.1770-3 and EBU R 128.
