Normally means something else already has the device, like jackd, jackdbus or pulse (which I don't think you have)

cd /tmp && wget http://jackaudio.org/downloads/adevices.sh && bash ./adevices.sh

Gives a really nice overview of who might own the interface you are trying to use.
