Just off the top of my head, that sounds wrong. The ice1712 in delta devices says the device latency is 1ms so a quick calc would be jack= 1.3 + ice = 1 + ice = 1 + jack = 1.3 all adds up to 4.7ms or so.

It is possible that the 1ms latency for the ICE1712 is with the time of going through the multimixer as well and not connecting directly to the ADC/DAC.
