Yes, it requires an account. However, is there any bug tracker that

No, on Sourceforge there is not need to have a account, to fill a bug or
post a comment.
This is just a setting in the project admin tap to allow anonymous
reports with moderation.
Project admins get a e-mail notification about any post.
